Founding Assembly, Delegates Assembly and Accountability Assembly

 

Founding assembly

The Chapter was formally launched at its Founding Assembly on the evening of 18 November 2024 at St George's Hall and progressed from pre-founding to founding status. Turnout of 590 attendees was achieved comprising:

  • Decision-makers
  • Chapter member organisations
  • Potential member organisations
  • Citizen UK Community Organising trainees and mentors delegate (part of the national residential training programme)
  • Wider representation from the decision-making bodies
  • Partner organisations

Key decision-maker attendees were:

  • Mr Steve Rotheram, Metro Mayor of the Liverpool City Region
  • Councillor Liam Robinson, Leader of Liverpool City Council
  • Mr Graham Urwin, Chief Executive of C&M Integrated Care Board
  • Mr Chris Green, Deputy Chief Constable of Merseyside Police
  • Mr Richard Hoare, North West and Wales Commercial Director for Arriva Buses
  • Mr James Smith, HR Director for Merseyrail

All decision-makers demonstrated their support to work with the Chapter on local actions and campaigns by signing the following pledge:

“We pledge that we will work with Liverpool Citizens for the common good of the city.  We will be accountable for the commitments we make.  We will meet regularly and engage collaboratively in the spirit of public service.”

A series of specific 'asks' were put to the decision-makers in line with the issues raised during the Chapter's listening campaign to which agreement was gained across the themes of cost of living, transport, community services and health.


Delegates Assembly

Six months on from our Founding Assembly, we held our first Delegates Assembly which was attended by over 50 delegates from health, community, housing and education organisations from across the city. This was about strengthening relationships between our member organisations and celebrating the work of our core teams and wider membership.  During the Assembly we:

 Provided progress updates on working towards meeting the 'asks' from our Founding Assembly

 Ratified the Chapter's Leadership Group

 Shared the listening that had been undertaken by the action groups and actions to be taken in response.

Conversations were held between school children, health workers, religious leaders, refugees and asylum seekers, all committed to working together to build change.

 

Accountability Assembly

Accountability assembly

In November 2025, the Chapter held its first Accountability Assembly.At the Assembly citizens of Liverpool:

  • Celebrated key achievements: First Delegates Assembly held in July 2025, the training of a further 50 members in community organising and community leadership in addition to the 125 members already trained, and Deep Dive listening on community cohesion
  • Held the decision makers to account on the pledges they made at last year's Founding Assembly on neighbourhoods, free school meals and the real living wage
  • Shared their stories about issues impacting their lives from the listening carried out across transport, temporary housing and access to dental services, and put specific asks to the power holders. 

The Chapter gained the commitment to work to address the issues raised from all powerholders which included:

  • The Leader of  Liverpool City Council
  • The Chief People Officer and Associate Director for Primary Care and Dental Services from  Cheshire and Merseyside Integrated Care Board
  • The Director of Arriva North West
  • The Head of Performance for Merseyrail
